There are some good things about the St. Paul Regency. The location is convenient. Our apartment has terrific natural light, views, and hardwood floors. Off street parking is available at a reasonable price compared to other buildings in the area.
BUT -- and this is a big "but" -- it is a 10-story building with no functioning elevator. When my roommate moved into the building 3 years ago, there were two working passenger elevators and a service elevator. About two years ago, the service elevator broke down and the owner decided not to fix it. For the past year or so, the passenger elevators have broken down frequently. About two months ago (as of March 2005), one passenger elevator broke down and the owner decided not to fix it, either. Since then, the sole remaining elevator has not worked for more than a week or two at a time. Often it takes several days for the elevator to be repaired, and then the repair doesn't last for more than a few days. It is completely unreliable. The building owner provides little or no information about the status of repairs, and has not been responsive to tenant complaints. I am moving out next month and the elevator problem is a major factor in my decision to move. I'm wondering how I will get my furniture out of the building if the elevator is broken down yet again.
In addition, the common areas of the building are not well maintained. Because there is no service elevator, the maintenance staff have to use the sole remaining passenger elevator (when it works) for trash removal. The elevator is often dirty with a foul odor. The stairwells are also very dirty, with sticky floors, and often trash-strewn. The carpets in the hallways are stained.
Once I get into my apartment, it's lovely. But getting there is such an ordeal that it doesn't feel worth it any more.
